[packages] php5: add sqlite extension

This extension was dropped with the release 5.4 of php and there is
a reference to a pecl module in the changelog. However, the pecl module
doesn't exist (yet) so this is a 'backport' of the latest sqlite
extension of php's 5.3 branch.
This is not tested completely.
