[packages] libiconv: implement UTF-8 encode/decode

Implement own UTF-8 encoding and decoding routines as uClibc's wchar procedures are mostly stubbed.
Add UTF-8 -> Latin9 (ISO-8859-15) encoding support while we're at it.
