[packages] libiconv: implement UTF-8 encode/decode
Implement own UTF-8 encoding and decoding routines as uClibc's wchar procedures are mostly stubbed. Add UTF-8 -> Latin9 (ISO-8859-15) encoding support while we're at it. git-svn-id: svn://svn.openwrt.org/openwrt/packages@30006 3c298f89-4303-0410-b956-a3cf2f4a3e73
