[packages/libxapian/Makefile] libstdc++ is now installed in $(TOOLCHAIN_DIR)/usr/lib, search flag "-L$(TOOLCHAIN_DIR)/lib" is not needed

Retain symlinks. $(INSTALL_*) copys the contens of a file, so if we want to keep
...
symlinks either use $(CP) or create them manually.
Fixes #4399
