tripolar ae382a22db [packages] ntpd: * use libcap to drop roots privileges ...

* add ntp-key and ntp-key-ssl (linked against OpenSSL)
                 * update init file
                    - add ntp group and user
                 * compile with --without-lineeditlibs
                 * add ntptime to the ntp-utils package
