Building the documentation for the host requires a bunch of tools that systems
might not have, simply disable it which also speeds up the build time.

Compiling php without a sapi does not make much sense and often
people forget to choose one of the both openwrt packages. But this
results in a compile error, so it's better to always compile both
sapis.

packaged for OpenWRT.
This means:
- static libraries and include files for compiling NIFs are copied in the
build environment to usr/{lib,include}
- crypto is enabled in host Erlang build so that rebar can be used without
further patching
Version is bumped and 101-emulator_includes.patch is modified so that R16B02
compiles correctly.

When libevent2 was found in staging directory the configure scripts
automatically adds a dependency to it. This breaks the build as
mentioned in #13742.
To keep the footprint on the target small let's explicit disable
it rather than adding an dependency on libevent2.

gmp modified some if it's internal constants, in particular
__GMP_BITS_PER_MP_LIMB. Added a patch to substitute GMP_LIMB_BITS.
Also bumped release number and copyright date.

The mentioned changeset moved libevent header and library to a specific
subdirectory, so we have to give this pecl module a hint where to look
for its required stuff now.
